Do all heirs need to approve a probate or just the executor of the estate?

The executor needs to act in accordance of the wishes of the deceased to the best of their abilities. However, that doesn't mean that there won't be any legal contention amoungst heirs. As long as the Executor signs off on it and it's approved by the court, even if their are heirs scattered around the world who can't be contacted for approval, you can get it to go to sale without all of the heirs being required to sign off on it.
